## What Is This Platform?

The Iraq Energy EPC Intelligence Platform is a live business intelligence dashboard for anyone working in — or targeting — Iraq's energy and infrastructure sector. It automatically monitors hundreds of sources around the clock and surfaces the tenders, contracts, and market signals that matter to your work.

No technical knowledge is needed to use it. Open the link, search for what you are looking for, and the platform does the rest.

**Who is it for?**
- **EPC contractors** looking for open bids and sub-package opportunities
- **Business development managers** tracking the Iraq project pipeline
- **Procurement teams** monitoring government and World Bank tender releases
- **Energy investors** following project funding, awards, and operator activity

---

## What Does It Do?

The platform pulls live information from Iraq's Ministry of Oil, Ministry of Electricity, the World Bank, major trade publications (MEED, Reuters, Iraq Business News, Iraq Oil Report), and procurement portals — all at the same time, every time you search.

It then uses AI to:
- **Rank results** so the most urgent, actionable tenders appear first
- **Verify** that high-priority items are genuine procurement opportunities, not noise
- **Write a plain-English brief** for each opportunity — what the EPC scope is, who the likely prime contractor is, and what sub-packages are available
- **Generate an intelligence report** summarising what the results mean for your BD pipeline

It also runs automatically every 3 hours in the background — scanning for new tenders and saving any urgent ones to your Saved Leads, even when you are not using it.

## The 11 Sections Explained

### Overview — Your Daily Market Briefing

The first screen you see. Gives you a 60-second read on Iraq's EPC market right now — powered entirely by **Stage 4 curated projects** from the database.

- **Numbers at the top** — active BID recommendations, MONITOR count, total curated projects, and projects needing an intel refresh
- **Market Pulse** — Iraq's current oil production, electricity access rate, and other live economic indicators (shows `—` when a live feed is unavailable)
- **AI Recommendations** — priority actions pulled from each project's `action_items` in the database
- **AI Project Pipeline** — final curated projects grouped by six categories: **Oil · Power · Solar · Gas · Civil · Supply**. Filter by BID / MONITOR / PARTNER / NO-BID. Only projects with a completed Stage 3 intelligence brief appear here.
- **News Ticker** — latest headlines from Iraq energy press, refreshed every 30 minutes

> Tip: Use the auto-refresh dropdown to keep the dashboard updating every 5 or 15 minutes during active bid periods.

### Opportunities — Live Tender & Bid Feed

The core of the platform. Every active opportunity found across all monitored sources, ranked by urgency and scored for procurement quality.

**Understanding the urgency labels:**

| Label | What it means | What to do |
|-------|--------------|-----------|
| HIGH | Active RFQ, tender deadline, or prequalification open right now | Act immediately |
| MEDIUM | Tender announced but no deadline confirmed yet | Monitor closely |
| LOW | Planning or feasibility stage | Keep on your radar |
| INFO | Past contract award — prime contractor identified | Look for sub-package opportunities |

**Understanding the Procurement Intelligence badges:**

Every card now shows a coloured tier badge that tells you how strong the evidence is that this is a real procurement event:

| Badge | Colour | What it means |
|-------|--------|---------------|
| VERIFIED | Green | Official tender reference number and submission deadline detected |
| PROBABLE | Blue | EPC procurement structure confirmed, operator identified |
| POSSIBLE | Amber | Some procurement signals detected (package naming, value, stage) |
| *(no badge)* | — | General market intelligence — no specific procurement event confirmed |

A gold tag like `📄 ITB/BOC/2025/047` means the platform extracted an official tender reference number from the source text.

**Entity tags** (coloured chips below the title) show which operators, NOCs, EPC contractors, ministries, and banks were identified in the article — colour-coded by type.

Each card shows the opportunity title, source, sector, location, stage, companies mentioned, and a link directly to the original document or article.

Click **▼ AI Brief** to expand a 2-sentence AI analysis: what the EPC scope is, who the likely prime contractor is, and what sub-packages are available.

Click **Save** to add any item to your private Saved Leads with full intelligence context preserved.

Use the filter buttons along the top to narrow by type (Open Bids / EPC Contracts / Sub-Packages / Pre-Qual) or by sector (Oil & Gas / Gas / Power / Grid / Solar).

Click **Sort: Procurement Confidence** to reorder by the intelligence score, putting the highest-quality procurement signals at the top.

---

### Contract Awards — Who Won What

A live record of Iraq energy contract awards stored in the database (`discovered_projects` where `is_award = 1`).

This section is valuable for sub-contract business development. Every major EPC award creates downstream opportunities — civil works, electrical and instrumentation, piping, and equipment supply packages. Knowing who the prime contractor is tells you who to approach.

Awards are discovered by the background crawl and search pipeline from trade press, ministry announcements, and company press releases — not from a static pre-seeded list.

---

### Project Tracker — Pipeline Board

A visual board of **Stage 4 curated projects** — the same final pipeline shown on Overview — arranged by procurement stage from early planning through to active construction.

Read it left to right — projects on the right side are closest to an active tender. Projects on the left are ones to watch for future opportunities.

**The 8 stages:**
Proposal → Feasibility → Funding Approved → Tender Preparation → RFQ/RFP Released → EPC Bidding → Contract Awarded → Under Construction

Click any project card to open the full detail drawer with intelligence brief, scope, risks, and action items.

---

### Companies — Key Players in Iraq

A directory of EPC contractors, operators, and investors **aggregated from live project data** in the database — with activity level (High / Medium / Low), region, and number of active projects.

Use this to identify potential consortium partners, check which companies are most active in your target sector, or understand the competitive landscape before submitting a bid.

---

### AI Insights — Stage 3 Intelligence Synthesis

Projects that have passed through the AI synthesis pipeline (`project_intelligence` table). Each row is a full intelligence package built from verified discovered-project data.

**Each project includes:**
- **Bid recommendation** — BID, MONITOR, NO-BID, or PARTNER
- **Management summary** — 2–3 sentence go/no-go for a director
- **Intelligence brief** — full project context, parties, scope, timeline, and bid strategy
- **Key risks** and **action items** — concrete next steps with timing
- **Sub-opportunities** — specific work packages a subcontractor could pursue
- **Fit, urgency, win, and confidence scores** — calibrated to Iraq EPC market realities

**How projects reach this tab:** The background pipeline discovers projects (Stage 2), then Claude Haiku synthesizes each qualifying project into a structured intelligence record (Stage 3). Projects with a completed brief are promoted to Stage 4 and appear on Overview and Project Tracker.

**When a project closes:** If sources confirm award + construction, completion, or cancellation, the project is archived or removed from the active pipeline.

---

### Search — Run a Live Intelligence Query

Type any topic and the platform searches across all monitored sources simultaneously, then generates a full AI intelligence report just for your query.

**How to get the best results:**

| What you want to find | What to type |
|----------------------|-------------|
| Active tenders right now | `EPC tender Iraq 2026` |
| Latest analyst-tracked changes | `stage update EPC bidding Iraq 2026` |
| A specific sector | `gas processing plant Basra` |
| A specific operator | `Basra Oil Company procurement` |
| Sub-package opportunities | `Rumaila EPC sub-package` |
| A specific technology | `solar IPP Iraq procurement` |
| A specific region | `Kurdistan Region power plant` |
| Arabic-source procurement notices | `مناقصة نفط` (tender oil) or `كهرباء مشروع` (electricity project) |

Results come back in 10–25 seconds. The AI report at the top gives you an executive summary, the key market signals to act on, and specific recommended next steps — each naming a real project and deadline.

### Saved Leads — Your Private Lead List

All leads you have saved manually plus any HIGH-urgency items the platform discovered automatically during its background scans.

Every saved lead now carries its full intelligence context from the moment it was saved:
- **Procurement tier badge** (VERIFIED / PROBABLE / POSSIBLE)
- **Tender reference number** if one was detected
- **Procurement confidence score** (0–100)
- **AI brief** and likely prime contractor
- **Resolved entities** — the operators, NOCs, and contractors identified

**What you can do here:**
- **Add private notes** to any lead — e.g. *"Contacted BOC procurement office, submission deadline June 30"*
- **Export CSV** — click the ⬇ Export CSV button to download all saved leads as a spreadsheet. The file includes 15 columns: Title, URL, Sector, Location, Stage, Urgency, Procurement Tier, Confidence, Tender Ref, Companies, Prime Contractor, AI Brief, Notes, Query, and Saved Date. The file is named `iraq-epc-leads-YYYY-MM-DD.csv` and opens correctly in Excel.
- **Delete** leads that are no longer relevant

Leads marked *"auto-saved · background refresh"* were found by the platform's automatic 3-hour scan — no action needed on your part.

---

### Watchlist — Monitor Keywords

Add any keywords or phrases that are important to your business, and re-run them instantly with a single click whenever you want a live update.

If a keyword matches a project the platform is already tracking in its Project Memory database, a **🧠 Project Memory** panel appears automatically on the watchlist card — showing the current lifecycle stage, award probability, and number of intelligence signals recorded. No extra action is needed.

**Suggested keywords to start with:**
- `gas compression EPC` — gas gathering tenders
- `power plant Iraq tender` — Ministry of Electricity projects
- `Basra Oil Company procurement` — BOC vendor calls
- `solar IPP Iraq` — renewable energy EPC packages
- `transmission substation Iraq` — grid upgrade tenders
- `Khor Mor EPC` — Pearl Petroleum C3 expansion packages

---

### Trends — Market Activity Over Time

Every time you run a search, the platform records a snapshot of what was found — how many results, how many were HIGH urgency, how many open bids. Over time this builds a picture of whether activity in a given sector is growing or slowing.

An upward trend in results for a query like `solar Iraq` signals that the solar pipeline is accelerating — time to increase BD activity. A downward trend signals the window may be closing.

Trends build automatically every time you search — no manual input required.

## Frequently Asked Questions

**Do I need to create an account?**
No. The platform is open to anyone — just go to https://leads.urukepc.com.

**How fresh is the data?**
Live searches pull from all sources in real time — including 4 Arabic-language Iraq sources. The background scan runs every 3 hours, auto-saving HIGH-urgency leads and recording project stage advances. The Claude Haiku analyst reads English and Arabic headlines and updates the project pipeline every 8 hours. Headlines refresh every 30 minutes.

**What does HIGH urgency mean?**
The platform detected active procurement language — phrases like "invitation to bid", "RFQ deadline", "prequalification open". These items should be acted on immediately.

**What is the procurement tier badge on each card?**
A colour-coded quality score for the procurement signal. VERIFIED (green) means an official tender reference number and deadline were detected. PROBABLE (blue) means strong procurement structure confirmed. POSSIBLE (amber) means some signals detected. Cards without a badge are general market intelligence.

**What is the AI brief on each card?**
A 2-sentence analysis written by Claude Haiku. It tells you: (1) the EPC scope and key companies; (2) the likely prime contractor and what sub-packages might be available.

**What is the 🤖 AI badge on a project pipeline card?**
This project was discovered by Claude Haiku from an explicit news headline — it was not in the original hand-researched database. It has been verified against a specific source and persisted permanently to the database.

**What are the entity tags on each card?**
Coloured chips showing the operators, NOCs, EPC contractors, and ministries identified in the article — normalised to their canonical names. For example, "BOC" is shown as "Basra Oil Company" and colour-coded red (NOC).

**How does the platform save leads automatically?**
Every 3 hours the platform runs 14 standard queries in the background. Any HIGH-urgency item it finds that is not already in your list gets saved automatically and appears in the Saved Leads tab.

**Can I export my saved leads?**
Yes. Click **⬇ Export CSV** on the Saved Leads tab toolbar. This downloads a 15-column spreadsheet including all procurement intelligence metadata. The file opens correctly in Excel.

**What is the Watchlist for?**
A shortcut list. Add any keyword you want to track and re-run it with one click instead of typing it each time. Keywords that match tracked projects automatically show the project lifecycle stage and award probability.

**Can I add notes to saved leads?**
Yes. Click the notes area on any saved lead card and type directly. Notes are saved automatically.

**What is the Project Memory?**
A database that builds automatically as you search. Every time a project name is detected in search results, the platform records a lifecycle event and advances the stage and award probability. The Project Memory tab shows the full timeline for every tracked project.

**How does the Project Pipeline avoid becoming stale?**
The platform uses a four-stage pipeline. Stage 1 ingests articles from 54 sources every 3 hours. Stage 2 extracts and scores discovered projects. Stage 3 runs AI synthesis to produce bid briefs and recommendations. Stage 4 promotes synthesized projects to the Overview and Project Tracker. When underlying project data changes, projects are flagged **needs refresh** until Stage 3 re-synthesizes them.

**What is the AI Project Pipeline on Overview?**
This is the **final curated list** (Stage 4) — not a static seed list. Only projects with a completed Stage 3 intelligence brief appear. Projects are grouped into six business categories: Oil, Power, Solar, Gas, Civil, and Supply.

**Why do the confidence scores look lower than other platforms?**
Deliberately. The confidence model is calibrated to Iraq’s actual EPC award rates — not optimistic global averages. For example, EPC Tender projects show ~62% confidence because Rystad Energy data shows only 62% of Iraq EPC tenders actually reach contract award (budget freezes and political disruptions cancel the rest). Over time, the platform computes Brier scores from its own D1 data to verify and refine these probabilities against actual Iraq outcomes.

**What is a Brier score?**
A statistical measure of probability accuracy. A Brier score of 0 is perfect, 0.25 is no better than random guessing. As the platform accumulates real Iraq project outcomes in its `confidence_log` table, the calibration endpoint (`/api/intelligence?mode=calibration`) will show how well the confidence model matches reality — and identify which stages need adjustment.

**Do Arabic headlines get translated?**
Yes. Arabic-language results from INA, Shafaq Arabic, Al-Sabah, and Al-Mada are automatically detected and batch-translated by Claude Haiku before scoring. The translated English text is used for all processing; the original Arabic title is preserved in the data.
